The Sacramento County Department of Transportation is dedicated to providing a safe and efficient transportation system for all modes of travel that achieves community mobility for it's citizens, businesses and industry. Hazel Avenue is a vital transportation corridor for regional and local traffic, businesses, and those accessing recreational areas along the American River. Hazel Avenue is one of only a few bridge crossings of the American River and additional crossings are highly unlikely due to the loss of former State right of ways and their subsequent residential development. These limited crossings and connecting transportation corridors must be maximized to address the mobility deficiencies that presently exist and are projected in the future.

It is the goal of the Department of Transportation to implement a financially feasible road improvement project that would involve mechanisms to increase operating capacities for all modes of travel, decrease congestion and minimize delays, and improve safety for pedestrians, bicyclists, and vehicles. Any project identified by the Hazel Community Advisory Committee should address the following:

  • Increase vehicular, bicycle, and pedestrian safety
  • Reduce existing traffic congestion
  • Provide improvements and programs that minimize traffic congestion now and in the future as growth occurs
  • Improve the access to the American River Parkway
  • Potentially decrease the long-term air quality degradation
  • Improve existing noise conditions
  • Improve the esthetic quality of the corridor such as with landscape installation
  • Improve vehicular and personal safety such as with installation of street lighting
  • Make efficient use of the limited number of existing crossings of the American River
  • Capture available federal funding for the proposed improvements
  • Enhance economic activities in the region and adjacent to the project by providing increased mobility and efficient delivery of goods and services
  • Potentially reduce the use of adjacent residential streets by motorists to avoid congestion on Hazel Avenue
  • Enhance the mobility of Regional Transit busses
