Purpose of the Adjacent Property Owner
Meeting
The Adjacent Property Owner meeting was an invitation-only
event held to address the unique issues and concerns of owners
and occupants of property situated directly on the Hazel Avenue
corridor - those most directly impacted by current conditions
and any potential future solutions affecting Hazel Avenue.
In addition, the Adjacent Property Owner Meeting provided
the opportunity for adjacent property owners and occupants
to ask specific questions about the project and to provide
feedback on the long-list of alternatives in a small-group
setting.
Report on the Adjacent Property Owner
Meeting
The Hazel Avenue Adjacent Property Owner meeting was held
on Tuesday, January 16, 2001 at The Orangevale Grange (between
Madison and Greenback) located at 5807 Walnut Avenue in Orangevale,
California from 7:00 p.m. to 9:00 p.m. The County of Sacramento
sent invitation-only letters to approximately 350 adjacent
property owners and occupants. Approximately 20 property owners
attended the meeting. Also in attendance were study team and
CAC members.
The format of Adjacent Property Owner meeting included a
presentation followed by a question and answer session. Exhibit
aerials of the Project corridor were displayed as well. Each
attendee was given a meeting agenda, a copy of the newsletter
(outlining improvement alternatives under consideration),
and a comment sheet to leave with staff or to be mailed to
the County of Sacramento at a later date. Attendees were reminded
that all comments (verbal and written) would be documented,
summarized and forwarded to members of the CAC and TAC for
further consideration.

- Meeting Purpose and Agenda Review Study Overview
- Study Alternatives
- Real Estate Issues (compensation, acquisition procedures,
and right-of-way)
- Question and Answer
- Close and Adjourn
A total of 24 comments have been submitted via comments sheet
or the Web site between the Adjacent Property Owner meeting
and the Open House meeting on February 7th.
Summary of Issues Based on Comments Received
The meeting dedicated to Adjacent Property Owners was specifically
designed to provide property owners and occupants with an
opportunity to learn more about the project and ask questions
directly of project staff. Understanding the unique and challenging
circumstances with which they are confronted as a result of
the study, the meeting focused on issues of key importance
to them.
Not surprisingly, the focus of the comments received related
to property impacts. Participants were particularly interested
in how the various alternatives would impact properties along
the corridor. They also commented on the roadway's current
condition (e.g. noise, truck traffic, safety issues, maintenance
of the roadway, etc.). Adjacent property owners appeared to
be equally divided in their preference to remain at their
properties versus having their property acquired for a future
project. While many adjacent property owners have expressed
a desire to stay in their homes and live with current conditions,
a number of others expressed the sentiment that growth is
inevitable, and that conditions on Hazel will only worsen
from an already difficult situation.
